ABOUT THE PROGRAMME
The Civil Society Organisations’ (CSO) Capacity Enhancement
Programme is part of a nationwide water and sanitation capacity building programme within the Masibambane Programme.
The programme is piloted under the Department of Water Affairs and Forestry (DWAF) with The Mvula Trust as Implementing Agent and
the South African National NGO Coalition (SANGOCO) as Service Provider.
The programme broadly aims to help build the skills of CSOs
working in the water and sanitation sector so as to allow them to be better able to manage and implement water and sanitation-related projects.
ABOUT MASIBAMBANE
Masibambane
(meaning let’s work together in
Zulu) is a water sector support programme in partnership between the
Department of Provincial and Local Government (DPLG), the South African Local Government Association (SALGA), the European Union and its member states; the Swiss
Government and Irish Aid.
The Masibambane Sector Wide Support Approach works from the
premise of coordinated strategies and joint implementation involving all players in water sector: national and provincial government, municipalities, civil
society, donors, water utilities and the private sector.
MASIBAMBANE’S SECTOR WIDE APPROACH
The Sector Wide Approach (SWAP) engineered by Masibambane facilitates donor coordination, bringing resources together in a
consolidated budget, allocated to the achievement of sector goals and objectives.
It is through the philosophy of Masibambane to coordinate support among sector partners that processes such as the checklist,
institutional support funding and councilor inductions are established to assist local government in understanding and knowledgably achieving their service
delivery plans. These programs are influenced by the five-year Local Government Water Sector Support Programme, an initiative focusing on mainstreaming hands-on
support to Local Government to improve municipal governance, performance and accountability. The main emphasis is on strengthening local government in terms of
both its authority function, water and sanitation services provision function.

The theme for the Masibambane Programme is: 'Water for Growth and Development'.
'Water for Growth and Development'
is seen as contributing towards bridging the gap between the first and second economies by bringing marginalised people into the mainstream economy. It is not
only having access to clean water and decent sanitation that will contribute to growth and development, but also involving communities in provision of some of
the goods and services required by the water sector such as brick making. Through access to water a number of new enterprises and small scale agricultural
activities become possible.
Phase III of Masibambane focuses on;

provincial and local levels) over the next 5 years.
AIM OF THE NORTH WEST CSO CAPACITY ENHANCEMENT PROGRAMME
The North West CSOs Capacity Building Programme satisfies the greater civil society engagement of Masibambane and has been
implemented in three project cycles - 2005/06, 2006/07, and 2007/08 - in the North West.
DWAF launched a fourth round in the North West Province (within Masibambane III)
specifically aimed at implementing the capacity building of previous participants, and maintaining healthy relationships with municipalities.
OBJECTIVES OF THE 2008/09 PROGRAMME CYCLE
To identify and develop a database of all CSOs that can and
are willing to participate in the Water Sector.
To involve relevant stakeholders in the project.
To implement a Business Plan in order to address the key
capacity gaps existing in the sector.
To implement a marketing strategy for CSOs.
To implement a pilot project and strengthen mentoring.
To strengthen CSO capacity that has been built in the
initial phase of the programme, in order to enable them to assist local government with the implementation of the Water Services Programme in the North
West.

To facilitate and ensure that the CSOs’ Provincial Steering
Committee is elected democratically by a representative body of all CSOs in the Province involved or intending to be involved in Local Government Water Services
and Water Resource Management-related engagements.

To provide expert input for further development and
implementation of Regional Strategies, plans and projects on the CSO programme.
·
To put aside a fund within the contractual arrangement to
be used for attendance and/or for convening meetings.
